How to remove stain from Pipe Leak Sign In

I currently park my 2021 Mazda CX-5 in my apartment buildings garage. A rusted pipe leaked on to my car hood for a while apparently and now my hood is rusted. Should I use a buffer? I’m not a car expert but I’d like to try and remove it on my own. What do you recommend to purchase? If not, I can always go to a local mechanic. Any help would be appreciated.

Is the metal rusted or is it just rusty water spilled on the paint?

A picture would be a big help.

A 2021 anything? This car's metal shouldn't be rusted rather rust color or material on paint? Clarify that please.
Iron rust is a pest big time to remove from certain things without destroying what you want to keep. Acids remove iron rust may or may not harm your paint or YOUR metal or is the area a plastic under paint? Use a magnet you'll at least know it metal (your car) there or not.
A leak from a building above where you park? Isn't that their responsibility to fix the source problem? If that's not fixed it will just happen again wouldn't it?
This needs clearing up what the problem is the car is probably fine, a 2021 of any car you need to know your options to clean it so an auto body shop's advice may be best. Then don't allow it to happen again or what's the point?
