bumper repair-Step pad

I just bought a 2003 GMC Savana. I knew it had been in a minor front end collision, but all I noticed was it needed the Step Pad that sits on the front bumper. I got a new pad and laid it on the bumper but there is a large gap on both sides between the pad and the fenders. Any ideas on why the gap? Missing part? Hopefully the pics below will work and be visible. Not sure what it is you are trying to show us in those pictures. If it's the gap between the fender and the turn signal housing, then something is still bent and one of those parts is not mounted correctly.
