1999 honda accord, 4 cyl, 4 door, 5 speed.
My mom passed in april, i recently got her insurance money, around 3,300 and paid 2250 for a 99 honda accord in very good condition with about 260000km on it. anyways, i got pulled over by the cops 5 days after buying it, and turns out my drivers side wheel is coped in. mechanic didnt know much about body work, as this is what he said it was, but there are apparently brackets on each side holding the wheel, that they are 2 of 4 anchor points securing the wheel, these on my drivers side are completely gone, as he was flaking away the mud that he said is usually around these, they just flaked away as well. i guess thats why i felt bouncing sometimes, like i had left my trunk open or like my muffler or exhaust was hanging off...anyways, im taking it to a guy they recommended, but they also said it could have cracked the subframe but that it felt nice and solid and they didnt have reason to beleive it had....im scared! i just blew my moms insurance money on this car, i learned to drive stick, i can finally get my kids around to appointments and to do errands, i finally have a life. i know the guy who sold it to me wont give me anything towards it, and probably wont refund me if the problem is gigantic...but is this a big deal? what are these brackets called? is it going to cost me a fortune?
thanks in advance, to any help, and also the mechanic said its something even the inspector missed, and that it is something that you dont know is going til its gone kinda thing..and it deff wasnt like that when i bought it...one bad pot hole or bump must have just let go.

Sorry for your loss.
The car: This doesn't sound good at all. If that frame, brackets and parts to hold wheel properly and more is RUST bad enough to tilt "coped in" you said this is probably a lost cause.
Has this been seen yet by any real mechanic? I don't care if one specializes in body work - about anyone should know if looking right at it that it IS or ISN'T a disaster.
For now I can't recommend you even drive it at all till declared safe to move it,

i had it looked at by a mechanic before i bought it, he said the floor, the trunk, everything is dry nothing more than tiny bits of surface rust here and there and has been kept undercoated. The brackets and everything else on the otherside look fine to him, and he said nothing but those brackets had rusted badly. As i said he also said everything seems solid on the subframe, and he also reccomended i not drive it until it has been repaired. i dont see how this car could be a right off, it was inspected for 2 years at the end of july.

I just don't know what you mean by brackets except for something welded onto framework that holds a control arm or a control arm itself that could crack or rust to the point a wheel would not set properly in place. That's not good.
It will completely depend on how much damage and where as to if this is a welding fix or major reconstruction. Anything could be fixed but at some point it can far exceed the value of the vehicle as a whole.
Having just passed a 2 year inspection does surprise me but it just might have been hanging on mechanically just enough and wasn't noticed. Many inspections are after general safety, lighting, tires, suspension parts (routine) and emissions gets a lot of attention.
This simply has to be inspected by a shop that can give an estimate of what it will take to repair it and with you decide on repair or cut losses and I just can't say that without really seeing it.
If rust and frame can cause this if not some other reason than you have to wonder where else is that bad too.
The issue for you is probably how to get this looked at. Towing it or having a tech at least say it can travel for a fix which I'm doubting. Were you pulled over because of the wheel tilted in the first place? If so that would be pretty wild,

i do beleive it may be one of the control arms, they look fine everywhere else but this one was realllly packed with mud and it came apart with the mud. no, i hadnt noticed the wheel coped in until the officer mentioned it to me, i took it right to a garage. hes sending me to a guy who does welding and stuff and hes apparently going to either make me knew ones? or find some and put them on a try to match the other side, they said if the guy doesnt match it perfect ill never get a good wheel alignment and have to constantly replace that tire.

OK: It's getting clearer now. Rust came off with removing the mud! Wheel attracted attention it was so far off says volumes.
Getting it secured "close" isn't good enough - has to be right on the money/exact or no alignment is going to work and could chew up tires even if safe after the fix.
At any rate this will still have to be fully checked by the right shop (not usually general repair) that can put it back to specifications so any alignment will be right or this will chew tires forever even if basically made safe.
It plain needs the right person to inspect it AND give you the price of the repair,

I couldn't get those to post direct but looked at them. Lots of mud as you said. If that bar (don't let this car fall on you) can be moved out of place by hand that wouldn't be good. Otherwise this may have to be all cleaned off to see exactly the extent it will take to weld up or whatever.
Not able to be certain but at that glance it probably is fixable but needs looking all over for other places on vehicle that could be issues also. Wheels falling off is definitely NOT a good thing!

Just back and saw the diagram Hammer Time posted. My guess is the lower end of #6 in that (scroll above) would be weak spot for a part to rust/break. Other items to to body/frame of vehicle would not be so great if bad,
