1998 Dodge Intrepid Es 3.2 Break lights want turn off like I'm Breaking and Third light want Come on

I replaced the Break switch and turn the lights on and break lights stay on like I'm breaking and Third light want come on, checked all the fuses and they seem good, also when I turn the lights on i hear a clicking sound in the fuse box inside the car, checked it out and it's the black relay fuses. I do need to change the rooters/ pads in the front and back can hear them and feel them scrubbing. I Have Checked everything that I Know also the fuses in the relay box as well under the hood and in the car.. Please help don't have the money to take to the shop, got a ticket the other day and it has really put a damper on my life without my car.

When I turn the lights on, park lights an normal lights an no the third light want come on.

If the headlamps and parking lights are turned off, do you have brake lamps when you press the brake pedal?

Was there any kind of wiring repair done recently or does this have a trailer hitch with an electrical connection?

I'm sure there was work done, I bought this car 8mths ago and in my relay box under the hood the rr fog lamp relay circuit is missing it's pronges so there is't a relay there, also the 20 amp rr foglap fuse was missing as well. Inside the car fuse box # 20 fuse was missing so I put one in an the park break lights stayed on so I took it back out.. But all other lights were working fine until now.

Fuse 20 protects the circuit for the brake lamp switch. When you put the fuse in, do the park lamps come on without pressing the brake pedal?
It sounds like you have the park lamp and brake lamp circuits shorted together.
You should remove the brake lamp bulbs and check for a broken filament that may be laying across another filment in the bulbs. If the bulbs look good, inspect the wiring and the electrical harness in the rear.
