2009 Ford fusion abs trouble

I have a 2009 ford fusion se with the 4 cylinder engine. The problem. I experience is if the abs system engages such as hitting a patch of ice the brakes pulse and won't disengage until you come to a complete stop. So basically if you hit your brakes at highway speed and there is any sliding you will have to come to a complete stop in order to continue driving. There is no lights on abs or otherwise and no codes present. I have had the abs recall done and they flushed the abs system.

If the ABS module is staying engaged after the brake pedal is released there is a problem with the control unit/modulator assembly.
