1996 Ford Mustang GT with 106,000 miles brakes locked-up on all four wheels.

The car just came out of detail in which they steam cleaned the engine. What could they have done to cause this problem?

The first problem is steam cleaning an engine compartment. IDK - try to read ABS codes and perhaps glance around for physical damage. If this is vacuum boosted try releasing vacuum from booster as a wild guess.

IDK as ABS should default to inoperative but not telling what got trashed by the cleaning or worse products that degrease or who know? Start looking and checking ruling things out. Hope it even runs ok too,

Check the master cylinder for contamination with something other than brake fluid. It takes less than a teaspoon to totally destroy the whole system.
