rust build up on rotors question

hey everyone! quick question if you have some advice..
in January I had my 2 front rotors replaced on my 2006 cobalt. cost was 450$. there's mechanic showed me the rotors when they were on the car to show the rust. I've used this shop a few times. seems like a good company.. but about a month ago I had a tire changed and saw the rotor, and took a photo. it looked pretty old and full of rust. but this is only 5 months after driving. I drive about 100 miles a month, that's it. so I'm not sure if this is normal or if he just turned them. receipt says new rotors complete. I've added a link to the photo for you guys to take a look.

First off, if you paid $450 for 2 rotors on a Cobalt, you paid too much in the first place. Those things retail for about $50-$60 each in generic brands and the labor should be no more than $150.
There is nothing wrong with the rotors in that picture. They are made of raw steel so it is completely normal for them to rust on areas where the pads do not contact. The only place that matters is the pad surface and yours looks fine.

Ditto - don't need to see photo but rotors rust overnight sometimes - just "gun" rust and areas that don't contact do rust. There at least was one brand Centric that baked on paint on whole rotors and then cut them new. More bucks but not that price.
Why just rotors or did I miss something? That's a brake job - why save pads? Low mile use, outdoor parking and some rust is normal and inevitable,

The 450 also included the brake pads and he 'threw in' a free oil change. I know it's probably still higher than it should be.. but I also live in NYC and figure you're always going to pay a little more. And this guy is 2 blocks away, so convenience fee too.. blah blah. the price you pay to live here... I also don't have any family here or the tools or the brake replacement for dummies book heh.
The brakes were pretty terrible, probably from the constant stop and go when I do drive once or twice a week. But now it's much better.
I do appreciate the replies. I didn't want to go in and call him out unless others with more knowledge actually said they were definitely bad. So thanks !

NYC - says volumes about costs! I'm near BOSTON and that wouldn't buy you a week of parking.
Whatever the scoop if or when you are at a place and want to fix bad looks if that's it thru the wheel you can paint just exactly the light rusted metal you see with BBQ paint - wheel must be off and some time to dry. No getting paint on friction surfaces either - NO!
Just a couple that look like crap thru wheels I'll do that. It would last some time but nothing forever.
I wouldn't pay to have that done. Only if it bugs you and have the right place to do it with right hoisting jacks and take off wheels.
Otherwise just forget it as normal,
