Guy said the clicking noise is normal as the belt is tightening itself up. It then started smoking up and the engine died but I think that may be a separate problem.

There's nothing about that is normal at all. Looks like new service belt and the noise so bad and it dying out on you something really messed up. That excuse from them was pretty lame as if it's fixing itself - not!

Is this "guy" a licensed and insured repair shop or a fly by night?

Turns out it's the harmonic balancer if anyone else has a similar problem.
