1998 Clio Rt 1.2 noise

Hi!
When I start the car, after a few seconds starts a high frequency noise. The noise is located in middle right low part of the car.

THe noise gets stronger after 14 sec of the video.

Car not sold to the US based site so limited. Video didn't help - sorry. Looks like a fuel filter or maybe a fuel pump. Pump could make noise. If you can feel it safely to verify that's it and has wiring to it it's probably a fuel pump?
Noises are warnings so do isolate what it is and put name to the part. If you can't tell what it is by looking find someone who knows at a glance.
May shut up if just held or change tone of noise?
