2008 Mustang scratching while driving

I have a 2008 Ford Mustang 4.0 that has recently started making a metal on metal scratching/grinding noise as I’m driving. At low speeds, you can hear it scratching as the wheel turns. I’ve taken it to 3 shops to be inspected. They replaced brake pads and did an alignment. Sound is still there. I believe it’s coming from the front drivers side wheel. After washing it and thoroughly cleaning the wheels, it was silent for about a day and a half. Usually quiet when it rains until it dries. Sound is present while driving straight and taking turns. Any ideas?

Sounds like the tin backing plate is making contact with the rotor. Get under the car and pull it away a little bit and see if that helps.
