96 Civic Sqealing when braking and driving, no sound when stopped

I just had new brake pads put on my 1996 Honda Civic LX (200,000 miles) front wheels 2 months ago. New tires 2 months ago too. Last week I pressed the brake when coming to a stop and it squeaked. It was squeaking when turning and braking, and now it squeaks at all times while driving too. There is NO squeak when I am stopped, but when the car is in motion and while braking, there is squeaking. Does anyone know what this could be? Can I fix it myself?

Did you just install pads and did nothing else to the brakes?

Then, it's no surprise that they are squealing.
There are many techniques incorporated into a professional brake job to prevent noises. The rotors have to be resurfaced at the very least and in many cases replaced. Slides have to be surfaced, hardware cleaned and lubed and a coating applied to the back of the pads.

Is there a reason the mechanics didn't do these things? They told me I needed to new pads, so I paid for them to put new pads on. They never mentioned anything else.

I can't explain incompetence. All I can tell you is there are right ways to do a brake job and there are wrong ways.

I'm an automobile mechanic and I do those things. Brake job is a whole lot more than just slapping a set of pads on.
Maybe you should go back to the shop you had your brake job done at and have them figure it out. Should be considered a comeback of sorts.

There are junk mail flyers that state a price (chain place) the price for just slapping on pads! Haven't been to one, called or checked but would guess it's just bait to get you in then tell you they can't do it because it needs the real job.
Brake pads alone vary in quality quite a bit. Even when done properly (it wasn't anyway) some just are noisy and nothing but replacing them is going to fix that,
