Idiots and emergency brakes

Ihave a 2004 Volvo S40, and a new idiot "friend" took my keys without my knowledge, and before I realized he had them, he was driving down the road jerking up the emergency brake for fun. Now, every time the tires go through a full rotation, one of them feels like it running over something. Very bumpy, and once you reach about 65-70 mph, a whirring noise becomes apparent. Any ideas what kind of repairs I'm looking at? And how vital it is that I get it fixed quickly?

It's brakes that should answer you last question; get it looked at RIGHT NOW! The noise could be anything from a broken component, to the brakes being so badly overheated that there’s nothing left of them or possibly the grease lubricating the wheel bearings may have melted away, causing the bearing to fail? Bring you new best friend with you to have the brakes and bearings inspected; tell him to bring his wallet. After the inspection you can figure out what percentage of the repair cost is theirs. Dan.
