Plastic sounding squeak from inside dash, 2004 Corolla Sign In

Got an intermittent and irregular squeak coming from beneath the dash - sort of just above the pedals or maybe from next to them behind the central column. Sounds like stiff plastic rubbing.

https://youtu.be/y5AZ5DQR3wk

It is not always present but has once it starts it continues for anything minutes to hours. It does not sound at first key turn (radio on) but it does at second (fan/dash lights etc but not engine). It still sounds even when the fan is turned off.

Everything appears to be working fine though

Can only be guessing but great video of it. To avoid any confusion, I take it this can make the noise without engine running which you said just no typo there?
With that and sounds are a pest but came thru pretty good. Your mic and my speakers/hearing quality thru the wonderful web?
With that I lean hard to think that's electrical! Yes, a relay can do that and item it runs still work. If everything works as it should so much the harder next I really think you could try just touching relays listed in owner's manual - sorry I can't tell you where they all are look for locations and know there can still be more. Aftermarket anything would be high on the list.
Pretty sure actually you'll need it actively doing it and feel the buzz in your hand. If you can't reach it what is easy to remove to gain access.
Relays, also include directional's flasher can be combo with hazard lights or one for each.
My reason why - I know this is true for some: Electrical moving item especially such as relays about this time of year but could any cold vehicle and warmer humid days aggravates these things. Some meant to be sealed tight really aren't also how many time the thing has operated physically worn some out of sight inside it.
Just because noise can travel and fool you also check Underhood if source noise is also heard.

Good luck. Some of those things are real nail biters and take time to just find never mind solve forever,

That noise should be easy enough to just follow the noise to it's source. That's exactly what the mechanic will have to do.
