Your signal comes in from Nigeria if you said so most of us understand the complexities of vehicles, roads and a desire for people carriers.
I can't know what they sell there for your purposes exactly but just saying tough and a bus that isn't a truck based something doesn't mix well.
Easy parts: Toyota is #2 IMO for world reaching sales custom to specs/regulations for a country. VW just lately to my surprise was the whole world's largest selling vehicle maker so if parts are available to you for those I'd consider what that company has to offer too.
You are asking cheap and tough and now 16 year old vehicles! It's going to be a search for anything that old in a condition you can deal with.
Do you deal with dealers or will you or used vehicle places? Do YOU know of other countries nearby that have the same models sold and used where you are?
I really don't know how choose a vehicle type or brand for you. If rough roads all the time or a lot get tires that are correct but tougher rated as of all things that's what touches the roads,
