I have a 96 chevy blazer and all the lights pulsate even worse when drive lights are on. Battery and alternator were checked and said to be reading normal. Am I looking for a loose wire or something else?

Do you mean the "headlights" don't keep even brightness vs plain DRL lights? With that as my understanding of this there is probably a weak braided ground, quite possibly underhood. They hide those things everywhere and since headlight are a much larger draw than just DRLs as they also include the other running lights and may not have consistent adequate grounding. Other things could be bad sockets for bulbs. Don't touch the halogen bulb with you hands! Both that they can be hot and any oils on skin can wreck them. Use clean paper to handle those, T
