non car radio setup

I bought a brand new car radio and it doesnt power up. This radio is going on a golf cart. Its on the bench. Ive checked the wiring. The fuses are good and I have power on the load side of the fuse. Im powering it with a dc bench power supply between 12.2 and 12.5 volts. The power supply is rated to 30 volts and up to 5 amps. I have nothing on the hot acc wire so I assume this doesnt power on till the unit is switched on. It seems to me it should power up if I have 12 volts on the permanent 12v line.
Any suggestions? Im thinking bad radio. Its a BOSS 612UA MP3/USB SD. Thanks!

The red wire goes to battery hot all the time. That keeps the memory alive. The orange wire (ACC) goes to the ignition switch and has power when the ignition switch is in the on or acc position. You have to have power on both those wires for the radio to work.

I couldn't guess what your dial up power supply is supposed to do? Can you just use a car battery carefully fuse jumper clips just to see if the dang thing will light up?
Golf cart? Couldn't guess on those either as there could be many configurations. I did do some work on scooters like those for handicapped folks. Those and the scooter bikes were 24v using 2, 12v gel cell batteries in series. No I'm not sure but you make sure this golf cart is really 12v throughout or that will be a headache,

? I should stay out of this but just think if you test power given to a wire it should be making it to the plug (unplugged even) at the radio. If not, where is it dropping out? Just that much.
If you've wired this as per info that came with the radio and it can't make it there it wouldn't have anything to do with the radio - no continuity,

On most radios red is switched (ignition) and yellow is constant (memory). Both wires need to be hot for the radio to work.
