02 saturn sc2 starting problems

2002 Saturn SC2. 1.9L 4cyl. 89,000 miles
Has new Battery and Starter and all of the connections are clean.
Car will not start. Doesn't roll over. When you turn the key to the on position the dash lights come on, dome light is on, and everything seems good. When you roll the key forward to start the car it doesn't roll over and the dash lights and everything dims. I thought it was the battery at first replaced that so its brand new. Still wouldn't start, so I replace the starter. Still the same problem. Also all of the fuses are good. So it seems to me that there is a short somewhere that isn't allowing it to start. Any help would be appreciated.

You are3 consuming all the available current so you either have a bad battery, poor connection somewhere or bad starter that is drawing too much. Are you hearing a click or anything?

Battery is brand new. Starter is brand new. There is a light audible click that sounds like it is in the passenger compartment of the car, but not the normal click you hear if the start is bad. when I put the new battery and starter in I made sure that all of the connections were clean and tight.

Then get a test light and a wiring diagram and troubleshoot the rest of the circuit.
