1991 buick park avenue speedometer problem

Hi,
I have a 1991 buick park avenue:
When i start my car and let it idle the speedometer goes all over the place without moving. We replaced the speed control sensor on the transmission. But that did not help. When we are driving 55, it states 80 MPH. Because it is out of wack the transmission doesnt know when to shift. We drove it on the interstate and at 65 it stated 100 - 120MPH.The speed control sensor was the one that just popped into the hole and fastened with one screw. Any answers?

Check the wiring harness routing; making sure that the harness for the speed sensor is in all of its brackets. Also the ignition (spark plug) wires; making sure they are being held in their keepers and not running close to the sensor or along the length of the sensor’s harness.
High voltage from the ignition wires might be inducing a voltage into the sensor’s wiring; sending a false signal to the ECM?

Did anyone ever find a solution to this issue?
My 90 park avenue is temperamental, it works when it's in the mood to work. And occasionally it jumps around as mentioned in the earlier post.
Someone told us it had something to do with the speed sensor somewhere near the wheel itself(didn't specify which wheel). But we cannot find any documentation in the Haynes manual and have yet to find anything that you would mistake as a sensor in that area.

Just curious, would be nice to fix it before I have to tell an officer, "no sir, I have no idea how fast I was going because my speedometer won't tell me".
