1995 Chevy Cavalier Won't Start

I bought this car for $400 and it wont start. It wont turn the engine over... but you hear this grinding, spinning noise when I try to start it... I looked under the flywheel inspection plate and the flywheel teeth looked great. Do I need to go ahead and replace the starter or possibly the starter relay..

Little more diagnosis before blaming the starter that comes with solenoid and starter drive gear. Can you see the small gear of the starter throw towards the "flywheel" thru the inspection plate? Try turning the engine by either crankshaft/harmonic balancer bolt or prybar on the flywheel. If it turns then the flywheel has a bad spot you can't see and should watch while turning the engine for all teeth of the flywheel as one area may be in trouble. Engines son't stop just anywhere but very commonly in just a few spots but the whole gear needs to be good. That or if the starter solenoid (on top of starter where wiring goes to) isn't throwing the drive gear properly. You used the word "grinding" AND that starter is spinning which is suggestive of worn or broken tooth/teeth of the flywheel but other possiblilites exist too. Have both drive wheel hoisted off ground if helper is cranking engine as there's no history if this thing can take off on you! Use all caution being under a hoisted vehicle - jack stands a must.
