1995 Plymouth Neon will not start.

My 1995 Plymouth Neon will not start. I have change the starter and the ignition switch and it still will not start. I have only 9 volts going to the starter. I would appreciate if anyone could help me with this problem. Thanks, Zach68

If you mean you only have 9 volts at the main (large) terminal of the starter and your battery is fully charged showing 12 too 13 volts; you either have a bad connection at the positive or negative cable ends (check both ends of both cables) or the cables themselves (pos or neg) have gone bad? Dan. Canadian "EH"
