1996 pontiac speedometer jumps

1996 pontiac Grand AM with the 3.1 liter. Speedometer stops working around 30mph. If I slow down it starts jumping up until I speed up. I have replaced the speedometer sensor with NO change. Open to any suggestions

That sounds like a bad speedometer head itself is bad.
