2004 Pontiac Grand Am Won't Start

I have a 2004 Pontiac Grand Am 3.4Lv6 that will not start. Lights, radio, power windows, and dash lights work. However, the power locks, keyless entry, and ceiling light do not work and the gas meter does nothing. When I try to start the car it makes a humming noise, no clicking. I was hoping it was the starter, but my husband thinks it's the BCM. If it is the BCM, does that have to be programmed? Please help!

You need to start off by having the battery tested.
