2005 Dodge Caravan 3.3Litre 6 cylinder engine 160,000km On occasion, and getting worse daily, the van will not start. You can hear a ticking noise only when turning the engine over. After turning it over slowly a number of times it will start. The Battery is new, i also cleaned the terminal cables as well. When you turn the key without starting it all the lights, radio, fan windows will work or open.(seems the battery has a charge. I don't hear any screeching sounds from the starter. I also metered the Battery in the (off/not being charged) position and shows about 12.5 volts. Starter? Solenoid? a relay?

What does it show for voltage when the clicking starts? ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

ok here are the test results: At static the Battery is at 12.5V when cranking Battery drops to 11.8v Once it starts and the alternator kicks in it goes up to 13.5V Interest point: when turning the key (at the turn over point and you hear the click sound), if I turn it again without turning the key all the way back it starts. Thoughts?

Those numbers don't mean anything unless they were taken while the problem was occurring.

Ok just retested. With the clicking sound only while turning over,it drops to about 12V When it turns over (starts) it drops to 11.3V before jumping up from the alternator.

OK, this means the battery is fine and you have a bad connection somewhere. There is a small trigger wire at the starter that you need to try jumping 12v to that terminal which bypasses the whole circuit. If you still have the problem doing that, then you have a bad starter or bad cable connection. If the problem goes away that way, then the issue is elsewhere in the circuit.
