'97 Camry-half electrical out

changed the timing belt on our '97 camry - starts up just fine and engine sounds normal, but many electrical things don't work. - the horn, headlights, hazard flashers all DO work just fine, but the radio, cabin fan, power mirrors and windows, turn signals do NOT work at all and it will not shift out of park. -- we checked every fuse we could get our hands on, but they are all fine - we tried swapping out the "main engine" fuse/relay? from an identical camry with no luck.

we looked everywhere twice and everything seems connected -- any particular place to check that might be harder to find?
