98 Explorer XLT keyfob reset

I purchase a used 98 Explorer XLT. The keyfob that came with it was for another make vehicle. I purchased a new keyfob, online, and went by the instruction in the owners manual to reset it. Turning the switch on and off 5 times. The door locks are suppose to lock/unlock and give you 20 seconds to set the fob. Problems is the power door locks did nothing. What could be the problem?

Be sure batt in FOB is good and in correctly. Check fuse's in car with a test light ,be sure none are missing.
