Dash board is dark

I bought a 93 Lexus SL400 the dash wont light up. I need to get it lit so I can read the odometer, in order to register the vehicle. Would it be a fuse, a sensor, curcuit board. Any advise would be appreciated.

You'll have to pull the cluster to test the powers and grounds first but it could be a bad cluster.
