Electrical Problem?

I have a 2000 Ford Focus I believe it is a 2.0 16 valve DOHC. I have had serious problems in the past with this car. I will give you the most recent list. The 4th cylinder is bad and so for 3 years we have been running on 3 cyclinders. It has a bad head gasket and a small oil leak at the current time. This morning I went to take my husband to work and when we got in the car here is what happened. The front two windows will not roll down (back two already have bad motors and do not work), wipers will not work, the air will not turn on at all just completely dead, front headlights will not turn on. All the other electrical components work (side view mirrors, internal lights, turn signals, radio, horn, hazard lights all still work). Here is something else that it weird so when I move the control for the wipers I have nothing they do not move or anything, but when I am driving they will just start working randomly. They will tick a little and stop, then they went up and all the down, then they went half way up. I have checked the control and the wipers are in the off position!!! Is it just because I tried tried to get them to work by moving them up and down and so it is trying reset? It is all just too weird. So the first thing I did was check all the fuses in the cab area, none of them have been fried. So then I went to the fuse box under the hood and looked at those, none of them have been blown, then I checked temperature on the relays and none of them are especially hot. I turned the car on (not stating the engine but engaging it and tapped on the relays to see if maybe it is just a short still nothing). I am thinking that it is a shorting relay. What else could it be if not a relay. When my husband gets home he is going to check voltage on the relays but if it is not that what else could it be? UGGGGHH I am so close to having enough money to buy another car but that will not be for another month or so and it is so freakin hot that I cannot drive without AC and having the windows up so I have to get this fixed.
