Fuse sparks when replacing??

Hey I have a 1996 ford tempo engine ? 72661 the fuse(20 c.b.) for the power windows, power locks, power seats, power lumbar blew. I tried to put in a new one and it sparked when I did. I assume theres a short or an exposed wire maybe somewhere but How do I go about finding it? Is this something I can fix on my on own? Thanks.

Ok: You seem to be sure this one fuse/cb is for those items. If this reacted when replaced with car off, keys out then there would be power available to locks and seats (I think) and if you could unplug the items you could narrow down which item is haveing the problem. If the problem is in wiring to motors for the items it will be tricky to isolate which one to chase down, T
