Question Regarding multimeter reading

So i want to know if anyone could explain to me why when i test my blower motor power with my fan turned off it reads positive but when i turn it on lo, med or high as soon as i turn it to one of those my multimeter reads a negative reading so it goes from 13.1 to when turned on -13.1. I would like to know if this is why im not getting power to my blower motor or if this is normal? it doesnt seem normal to me
