Starting Circuit Issue

-1992 -Ford -Mustang -302 HO -100k Good power inside cabin and headlights are bright. Turn ignition to start all cabin power goes dead as expected but starter does not engage. Can start by shorting +/- posts on solenoid. Replaced solenoid about 3 months ago. Where should I start to diagnose this?
