Tail Lights Won't Turn Off :(

Hello all! I just bought an 1988 Toyota Corolla. The one problem I've noticed so far is that the brakelights wont go off no matter what I do. Any thoughts/recommendations?

Under the dash at the brake light switch, there is supposed to be a rubber bumper for the switch to push on and they fall off.
