Windshield wipers periodically option not working

Hi everyone I would be glad if someone can help me with this weird problem with my windshield wipers. They don’t return back instead they just stop where they are when I turn it off which isn’t my biggest problem but the option where it’s supposed to periodically wipe but instead of wiping all the way up and down it stops up and then after some time it goes down then it stops there then goes up and the cycle repeats, only sometimes it starts going back down a little and then stops there, I tried taking apart the whole mechanical part cleaning it, applying new grease and putting it back the way it was and it still didn’t fix the problem, then it started working normally after which I left the car alone but when I came back it didn’t work again after which I lifted the wipers so they have no friction and it was still stopping up. Also I am a new owner so I don’t know since when or how long this was happening. Thanks in advance for all the help My car is: Manufactured 1998 Manufacturer Rover Model 200 Engine 1.4L Has 249000KM

This is not a US sold vehicle so we have no info or wiring on this.
