cant kill motor with key

95 town car felt something strange when started one time ever since cant kill with turning key starts fine although seems to be more free wheeling when turnig from off to start replaced cylinder did not help first rePllaced switch and put old one back on beore replacing lock cylinder also what is best wwway to kill engine until i fix it now i pull neg cable and pull alt fuse to shut down cq&ause with baRttery hooked up all lights stay on ofcourse like key is on please help

The ignition switch is under the dash mounted to the steering column tube. Remove the switch. There is a rod that goes up into the column that is used to move the switch. Hold the rod with one hand and then turn the lock cylinder with the other. See if they are mechanically connected together.
