car hard to start Sign In

Peugeot 307 2006, 1.4l, petrol, 80000km
The car is hard to start, it's ticks but the starter does not engage.
After few tries it starts. some times at the first or second try the program on the panel sets to factory setting (as it happens when the battery is disconnected and connected again).
After the first start, if i turn it off and then turn on again in less than 10 minutes it starts normally. but if i turn head lights on, it doesn't start. i.e does the same as if it stands for long time. If i turn head light off and start, it's ok
i checked the battery it gives 12 volts when off and 14 volt when running.
is it battery or starter or something else
any help.

You need to have the battery tested first.

Make sure the battery connections are tight and free of corrosion. I have also found on a few occasions that there is corrosion on the BAT terminal on the starter of various vehicles.
