dash,tail, and parking lights

my tail lights,dash lights and parking lights went out in my 1992 accord. the tail lights and parking lights have been fixed, but the dash still is not working. The fuses have all been checked. the dash light willl work if the headlights are turned off but as soon as they are switched on the dash goes out.

I need you to explain this in a little more detail; I don’t understand what you mean they work when the lights are off? Is this a digital dash?
