"hunting" Yukon HVAC actuators

My 1997, GMC Yukon's HVAC actuators hunt around although the main HVAC fan is turned off. You can hear them (actuators) whir, changing which vents (floorboard or dash) get air. Otherwise, the HVAC system works great, and when I change the venting level the actuators oblige. It is annoying me to no end. Any ideas, is it likely the controller itself or just a rogue actuator? This is likely a vacuum leak. The home position for most systems is defrost which is held there and vacuum allows the other functions. Rule that out first then I would blame the control head but hard to say, T
