instrument cluster failed

instrument cluster failed Sign In

1998
Dodge
Grand caravan
3.0 engine
109000 miles

driving down the road the speedometer starting bouncing up and down and then back to normal this was intermittant for about 2 weeks and then it stopped all together.

now speedometer, odometer, fuel gauge, and temp gauge do not work.
Everything else works on the vehicle from the chimes to the a/c lights,door locks and radio.

I tried another cluster that previously worked that i was going to install to add a tac but that devise had a digital range indicator and my vehicle required a manual one so i did not use it. it also does not work but previously worked a few months back when i was going to install it.

here is what i have tried
I cleaned the ground wire under the battery box
I tested for a ground and it shows good ground
I tested for power and their is 12 volts
I checked and cleaned both battery cables
I removed HVAC and looked for and defects or melted wires
I replaced the dimmer switch
I examined the body ground cables looking for loose connections or corrosion
took to two shops to do diagnosis one got a code 1695 and they both said it appears to be a cluster.
went to salvage yard and tried another cluster once again this one did not work while there i tried 3 more none of them worked.
the salvage yard let me use a vehicle that had a key in it and we hooked up a battery and we tried all of the clusters and all of them worked.
One tech said maybe it just needs to be flashed.--not sure if that would fix this problem or not

so now i am convienced it's not the cluster. but i still don't have mine working

any help will be greatly appreciated

P1695 is a communications code for the BCM not sending any messages over the CCD bus. Need to ask your mechanic if the BCM can communicate with their scan tool and if the BCM is storing any codes itself. The BCM sends data messages to the instrument cluster for gauge operation.
