speedomter is reading 20 mph over Sign In

I just purchased a 2004 pontiac Sunfire and the speedometer is reading 20 mph over. Is there a way to fix this, short of taking the entire cluster assembly out?

Before getting into this much more are the wheels and tires the correct ones and size for the vehicle? Along with that at what general speed is it 20MPH over? Wheel size alone with tires would be the same % wrong not just always "20MPH" over at all speeds,

You sure you not reading kilometers per hour?

Yes, I am sure its not kilometers; when I'm not moving it reads 20 mph. But I believe that it thinks at zero cause in a 40 mph zone it read 60 mph.

I think theyre the factory wheels; I'll have to check. But the speedometer reads 20 mph when I'm stopped.

OK reading when stopped is a little different than being off by 20mph.
I have seen a bad alternator cause speedo issues - the bad diodes cause errors with sensors.
to easy a check to not mention

Does the speedometer register speed with the engine off and ignition on?

Well, it was reading 20 now it's at 15 when I turn it on but not started.Yes, it reads 20 with the ignition on and not started.

I'm sorry I didn't mention that it reads 20, now actually 15, when the ignition on but not started.

Okay guys I have to come clean; I forgot to mention that the temp gauge also doesnt start out reading correctly either. So sorry about that.

I'm sorry I didn't mention that; now its reading 40 mph or 30 mph, plus the cooling temp gauge starts out out of range and I believe the odometer has changed to 110,000 from 175,000. Also the numbers on the odometer go dim sometimes.

yes those omissions matter details do help.
Have vehicle scanned for codes - will need to check "B" codes... yes you check even if light is off.
