P0420 Geo and Mazda

Both of these cars, each in excess of 130,000 miles, is showing code 0420 "catalyst efficiency below threshold Bank 1"
Is that the catalytic converter? The question comes from one lady just replaced the converter a year ago.
Neither vehicle shows any codes for the 02 sensors.

95% of the time, that is a bad Converter. If she just had hers replaced, then it is under warranty. They carry a mandatory 5yr/50K
