96 pontiac grand am will not let me read codes. is it obd2?

If the code reader is not powering up, check the fuses, especially the lighter fuse. If it's powering up and still won't read, try a different code reader.
This is all assuming that you are correct on the year because if it's a 95 instead, that was a transition year and it will be a hybrid system of OBD1 and OBD2 and can only be read with a professional scan tool.
