1997 ford explorer 4.0 sohc......idle surges engine cold.......codes P0430/P0304/P0171/P0174/P0153.........Hooked scan tool up and both bank precat 02s showing zero volts with no flucuating voltage.I am going to introduce some propane into intake and see if voltage will go above zero volts.would a lean condition cause both 02s to stay at zero volts.......I was also thinking about smoking the intake.any ideas?thanks in advance.

It would have to be a pretty bad leak to do that but I think you're on the right track. Something sounds fishy about a double zero reading though.
