Do any cars store oil change reset mileages in the ECU? Like if the owner doesn't have oil change records, is there a way to reconstruct this data from data in the ECU? say for example a car with a GM 3800 Series III like a 2006 Pontiac Grand Prix base model

No, there is not, especially in a 15 year old car. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.

so this "electronic service book" that i've heard about with respect to Audis and Mazdas refers to something that is not inside the vehicle?

First off, you're driving a 15 year old Pontiac, not a late model Audi. Your vehicle is not equipped with a service record module like many German cars The vehicles that are equipped with this feature, the service records have to be manually entered into the vehicle through a scan tool and can be retrieved the same way. Some late model OBD3 cars equipped with SOS can retrieve the info through the Internet.
