There may not be tons of techs left who are real good at adjusting Quadrajets up right. The common problems were the choke pull offs leaking and not doing there thing. The front barrels are opening, the choke plate probably isn't.

You need a usually hand held vacuum pump to check front choke pull off. It should pull back and hold. With throttle tripped so step cam so it will close completely. With vacuum applied to front choke pull off you need to measure how far it opens either by degrees or can use drill bits as a measuring tool.

Rear choke pull off only opens the choke a tad more at part warm up and can really be plugged off and work well without it.

Choke heater must work. Just ground carb and add 12v to it's prong where it plugs in and you can see it open the choke plate and feel the choke spring get warm.

Can't adjust idle mixture on these without knocking out the hardened steel plugs over them to even clean them out.

If that's a melted wire to electrically heated choke the melted then the choke heater may have shorted but can be replaced even though they used rivets on these you can drill those out and new one will come with screws.

These are great carbs when all settings are right and vacuum pull offs work but very fussy and not for everyone.

Big bucks for a new one and tricky to cheaply plain redo an old one which is gaskets, needle valve and clean the heck out of it with correct adjustments.

If not real familiar with them you are spinning your wheels trying to fix it and need some help,

T
