son in law put head gaskets on 1990 ford arrowstar 3.0 i think its in time but when you try to start it you have to hold gas pedal down alittle takes gas good at a high reb wont idle or idles rough smells of raw gas .converter is getting red removed it still does same thing .could he adjusted the valves wrong or is this a new problem ?

It is obviously over-fueling. Have him recheck all of the vacuum hoses. Lack of vacuum will cause fuel pressure regulator to go full rich. Don't keep running it like that or you will destroy the catalytic converter. (If not, already) Did he do anything with the timing chain? Check the oil. Does it smell like gas? If so, change the oil immediately. Also, possible that an (or more) injector O ring was damaged during installation (all injector O rings should be replaced when removed) and it (or they) are causing a flooding condition.
