When I Turn the ignition on, the check engine light stays on, and while the engine will crank, it will not start. If I leave the ignition switch on and wait, after a few moments I will hear a faint click, then a faint hum, then the check engine light goes out, and I can start the car normally. the engine performs perfectly until it is switched off. Then the same problem arises again. this does not involve the cluch pedal. The engine has had a complete tune-up 9 months ago. Once the engine starts, it runs perfectly. Any Ideas?

I think it is a problem with your fuel pump. I come to this conclusion cause when you start your car, your car needs 2 things. Fuel and spark. If it is not starting right away it can be one of these things. But by the sounds of it, when you leave it on ACC, your sparks are ready to fire, but there may not be enough fuel getting through via the fuel pump. That'sm what the humming noise is. Get your Fuel pump checked.
