1995 Ford F-250 Diesel Sign In

My truck has just had a high psi oil pump installed. The ford dealer said it was bad. It hasn't fixed my problem. It still takes 30 to 40 seconds to start. After it has been running it will start sooner, But the longer it sets the longer it takes to start. I'm not sure what the fuel psi should be of how to check it. When I open the fuel filter it's only half full of fuel. Injectors are all firring. Do I have a fuel problem or a high oil psi problem. I had the valve covers off looking for oil pushing past the injectors and all looks good. What do you think is the problem. Thankyou Dave

You should check to see if the glow plugs and glow plug relay is working

There are two basic hesistation start problems with these vehicles one is the glow plus which should be service as if they were spark plugs...and the other is the fuel filter.
