1998 Infiniti i30 Throttle Position Issue After Driving at Higher Speeds for Extended Time Sign In

I have a 1998 Infiniti i30 (3.0 L V6) with about 165,000 miles on it. For the last few weeks, I have been having a strange throttle position issue. Most of the time, the car idles around 600 RPM. However, sometimes, especially if I have been driving for awhile on the freeway, the car will idle around 1,000-1,100 and a little roughly. I used an OBD2 device to monitor the throttle position. As expected, it is normally at 0% when idling. However, when this problem occurs, the throttle position will be around 0.8% when idling. If I turn the car off and back on, the problem resolves itself. Additionally, when the problem occurs and I go from Drive to Park, the RPM will jump to nearly 2,000 RPM before falling back to the normal range. After that, the Drive idle goes back to normal (usually). So switching to Park and back also resolves the issue, but not always (whereas, turn on and off pretty much always resolves it). I believe the problem starting happening after I got the car back from an auto shop where they replaced the water bypass hose (it had started spewing coolant).

All fluid levels are proper and oil and transmission oil is clean. I have tried looking for any hoses that may have not been reconnected or were loosely connected. I have tried listening for possible vacuum leaks. I did some kind of test with a multimeter on the TPS and it checked out fine (although I do not remember the test exactly and it is quite possible that I did it incorrectly).

Any ideas?

Are you getting any codes?

I would add to above - checking for codes, with a scanner capable of ALL codes.
Some of the low end readers are not able to access all codes.
PS I am thinking spring time - your not In the sub zero temps of a frozen tundra where icing should be considered?

No codes and check engine light is not on.

Seattle so temperature is pretty mild, just wet.

The throttle body has two little coolant hoses plugged into it to heat up the fast idle valve. Make sure there isn't coolant leaking from that valve and that the coolant passage or little hoses are not plugged up.

Thanks for the suggestion. Unfortunately, everything checks out there. I am wondering ... about a week ago, my cart started making a humming/whining noise and the next day, I had the battery die (but fine since once I got a jump). I am thinking the alternator is not working correctly. Could an alternator issue be related to this goofy throttle position issue?
