I have a Toyota Harrier(Japanese) , the engine is starting and idling but failing to rev What could be the problem

Can you pull codes for help? Either way it sounds like throttle just isn't opening (at throttle body) either this has a cable or done electrically which I just dunno but you should see something happening an if electric key on or it probably wouldn't move anyway,

OK - great. Now with engine off have a helper push the gas pedal and see if it moves underhood. Bet it doesn't but have to guess of course without seeing it or code info,

The cable is moving under the hood

Now look right at the throttle plate(s) and see if they move. Perhaps something odd like the shaft is broken and has defaulted to idle? Be care full if something is physically broken NOT to let any parts get into intake!

With cable and whatever air intake snorkeling you need to take a look bet you can move the cable by hand and look all with engine off and key out. Don't want you to get a blast in your face looking if messed up and could even maybe fire/backfire,
