I have a 1999 Daewoo Nubira that won't start. I've tried jumpstarting it with no success. The engine sounds like it's slowly starting to turnover, but instead of running I just hear clicks and whirs for awhile after I release the key. Does this sound like a battery or starter issue? I've also had numerous electrical problems with the car, the most recent of which being a short circuit between the power windows and locks, so that when I try to roll down a window the doors lock and the window stays in place--is it possible this short could have ruined something in the electrical system?

If you have a well connected jump and a slow starter that makes noise it suggests the starter or wiring right there is the problem, T
