1999 Focus with intermittent power issues

Just got a 1999 Ford Focus Ghia 1.6 petrol 120000 miles and having intermittent power issues. It was unused for 3 months before we purchased it. Splutters and struggles for any power when starting to drive but starts working after a minute or so. Then struggles for any power, only just touches 70 foot down in fifth and will randomly lose power meaning need to shift down and then back up again. This restores power but still now higher than 70. Also really struggles on anything resembling a hill in any gear. Car has just had a new clutch fitted due to car not going into gear. Its had oil changed and gear box checked over. Any ideas?

Has the check engine light come on at all?
